Sadly, this sounds about right. Bill Mills have been operating for quite a while, like the American Legislative Exchange Council, and ALEC specializes in local governance. There have been occasions of state level legislators being called out by their colleagues for presenting a bill as their own, when in fact, it was an original copy of a lobbyist written bill handed to them at ‘retreats’ like the ones ALEC sponsors regularly.
